Who are we?
The Research and Analysis Department is a unit of the National Migration Institute (INM) responsible for migration alerts; issuing opinions on the granting of referred visas; conducting the necessary follow-up to ensure compliance with the conditions under which residence permits and special stay permits were granted; processing naturalization matters; and investigating complaints related to migration matters and immigration services. (Article 4, subsection 7, Regulations of the Migration and Immigration Law)
Objective
Strengthen migration management through analysis of information, preparation of reports and technical opinions, and coordination with relevant units and authorities, contributing to orderly, safe and efficient management.
Main functions
Among the main functions of the Research and Analysis Management are:
To enter the system of the National Institute for Migration (Instituto Nacional de Migración) the obstacles of exit (migration alerts) issued by the courts to notify the restriction of entry or exit of national and foreign persons by any of the migration control points in the country.
Suspend immigration alerts issued by the relevant courts in the system of the National Migration Institute.
To enter or suspend in the system of the National Institute of Migration requests for passport alerts for theft, injury or error.
Conduct research, prepare reports and make technical opinions on the Visas consulted.
To follow up on the consulted visas granted by the National Institute of Migration.
Conduct Special Permit and Miscellaneous Procedures investigation in specific cases.
Conduct investigation of emergency health passport applications, based on passport management requests.
Discard the homonyms of migration alerts active in the BMS, by record of homonym issued by courts or certification of the General Secretariat of the National Institute of Migration, finding not to be the same alerted person.
MIGRANT ALERTS
What is an immigration alert?
It is a precautionary measure, registering the impediment of entry/exit of nationals and foreigners into the system of the National Institute for Migration, issued by a competent court, in accordance with the legislation in force.
Migration alerts enable the relevant information to be consulted at migration control points where appropriate, in accordance with the provisions and conditions established by the authority responsible for it and the regulations in force.
Who can request or arrange an immigration alert?
Migration alerts are issued by courts at national level, in accordance with their legal powers, derived from orders or decisions of competent authorities.
In the relevant cases, the courts submit to the National Migration Institute the documentation supporting the measure for its institutional management.
How is an Immigration Alert managed?
The process includes the following steps:
1. Reception of documentation
The competent authority transmits the documentation supporting the application, order or measure to the National Institute for Migration on its own initiative.
2. Review of information
The documentation received is reviewed and the data necessary to correctly identify the person to whom the measure relates are verified.
3. Registration in the institutional system
Where appropriate, information is recorded in the institutional system for managing migration alerts.
4. Status update
The alert may present different states within the institutional system, in accordance with applicable conditions and provisions.
These include states such as:
Active: the alert is valid for the corresponding effects.
Inactive: the alert is without value and effect according to the disposition of the organ concerned.
In pause: its application is temporarily suspended within the time specified by the competent court.
5. Consultation at migration control points
The registered information can be consulted at the different migration control points in the country, according to the procedures and institutional systems.

Leave No Value and Effect (inactivate) migration alert.
The Research and Analysis Management carries out activities aimed at generating information useful for strengthening institutional migration management in specific cases for which support is sought.
Research and analysis processes may include:
Review of documentary information.
Analysis and verification of migration information.
Preparation of reports, opinions and technical opinions.
Analysis of cases within the scope of institutional competence.
These processes seek to provide objective and technically supported information to support the actions of the National Institute of Migration.
